The Frontal lobe Idea sorta?
I feel the weapion should have something to do with stunning enemys as the frontal lobe is the part of the brain that deals with fear ( I think) there was a guy who had very bad dreams en ♥♥♥♥ and they removed his frontal lobe and he became happy maybe that could be the back story this is that mans frontal lobe and now any time engi shoots a guy with this weapion it gives them the view of the man for a few seconds gives them a quick boost of fear that stuns them it would have no ammo needed as it uses the brain for ammo it would have 2 shots but when you use the shots it takes another second or 0.5 to recharge the 2 or 1 shots you have shot not to mention it does the same dps as the rescue ranger.

Removing the frontal lobe from the brain completely moves any since of fear or self preservation,though it does not make you want to harm yourself,it just makes you ok with harming yourself. It's so extreme that if you had your frontal lobe missing,and fell off of a building,you would not have any fear in fact,you might enjoy the ride. Also,removing the frontal lobe can lead to huge problems in attention span,making tasks extremely hard to complete.
