While haven't studied history, I went to a dozen or so courses at our history department which is like top 20 globally. I must admit though that most of the literture I have read has been about the late republican period.
I have read Gibbon obviously. As far as I know the WRE was still a pretty formidable and reltively stable empire in 395 ce.
I assume you can point me towards some books for scientific audiences and peer reviewed studies that paint a different picture?
