Seconding this

From what I see, it's extremely long ranged turret supposed to detect enemies without attacking them. This allows you to use either slaved player-made turrets or missiles to destroy the targets. Unfortunately, there seems to be an error that prevents them from seeing anything past 800 meters, even if you move the range slider all the way right.
