Spray "RED" and "BLU" instead of Scout?
I don't know, but I think the RED and BLU graffiti are pretty cool. Probably you're asking, "But doesn't graffiti take time to make?". Well, I don't think it needs to be 'time' realistic at all, just make him to spray the team logo (as shown on the workshop pics) instead of his name. I think the team graffiti are way more appealing.

Yea I think that would look cooler like a Gangster Red Graffiti and Like Blu with Angel Wings Graffiti.

That depends if they will allow that, it might have to only work with the scout and by pressing your spray key which is normally "T"

I think it should write "blue scout" or "red scout", in the same style as the one showed in the video demo.

also if you have the item, when spraying ingame (default T key) this item could be displayed at your hand really quick

It would work really well with custom sprays, but it might do better also coming with some 'stock' sprays like in Valve's older multiplayer games.
