No they aren't. metropolice are just humans working for Breen, but Combine are the synths. There's a youtube video about it.

wait, combine soldiers are synths? i though in hl2 you got to see them with their suit off and theyre just humans but with modifications like no hair or.. stomach for some reason..???

They were human, I can't exactly remember the specifics but they're basically lobotomites or something now, completely stripped of all of their humanity
