Maybe Ice Shards, Because Water Beams Wouldn't Do Much Damage But it Could Disable Buildings (Sentries ect.) For 5 Seconds if Shot For a Certain Amount of Time.

No. Heavy's counter is the sentry and explosive based weapons (including level 3 sentry).

well then give it less amo

It should be able to extinguish allies, and gain 8 seconds of crits for doing so. Other than that, maybe a jet of water? It would be low damage, but have a massive pushback and a wide area of affect. It would also go through ammo faster than the huo long heater. If the heavy is wet, either from being in water, being jarated, or mad milked, he gets mini crits.
