Just enable the tool (click on the button in the roads menu) and then click on an intersection to toggle traffic lights.


Or: if you are a micro-management fan: try the "Traffic Manager" mod: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=427585724 That mod lets you remove/add traffic lights too -- but can do much more like time traffic lights or change priority signs.
