Should it have effects?
I mean, the normal quickdraw kill taunt has no effects, but should that change with this one?

I don't think so if you're planning to try and make this a kill taunt effects will be a problem but if no effects are added it's alot easier to kill someone ( in other words it depends on what you're going to make the taunt into a kill or just a regular taunt)

not sure if that's sarcasm or being truthful, but i'd personally say that might be a swell addition!
