That's an interesting idea and has been suggested before, but I would like for this mod to remain read-only for the time being. What I could do is open the relevant services panel when a meter is clicked. That's definitely a good idea and would be very compatible with Better Budget Mod. I'll experiment with that tonight.

This has been implemented! Click on any of the labels or meters to open the corresponding service menu, then use Better Budget to adjust the budget values.

I agree with the OP. I personally don't like Better Budget (too messi).
