N-no why would a cosmetic ever have stats, theyre for fashionstyle not playstyle. Plus like the old item sets, you shouldnt make having cosmetics better than not having them in gameplay, just look at how stupid item sets were, f2ps couldnt use the mechanics and that's unfair.
As for replacing it with a weapon, that is kinda not needed, the boots take away your GL and give you +25 hp, getting hp/resistance in exchange for an item is not a good decision.
DDS isnt good before you say, it's not worth throwing away an smg

Make it a shield, with, like, -50% charge speed, 25% bullet resistance, 30% fire resistance, 50% afterburn damage taken, and 35% explosive resistance. Then it would be pretty awesome.

This should replace the Grenade Launcher, it would be good for demoknights, along with the shield would make a very good tank in normal servers but useless in medieval

Meaning you can wear the other three. And make this one a weapon, for Bullet Res.
