Commercial and Industry taxes at 0
After loading a saved game where taxes where positive the commercial and Industry taxes at 0 in the budget pannel. But selecting a commercial building it will tell it's generating 26,5 tax income.

No other game changing mods are on. (like popBalance)

Suggestions?

For all the people having their taxes go to zero for I & C. I had this problem too and found that even the smallest building mod can cause this. I had the "Random building mod" https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=413792924 which caused this. Also, proper hardness only worked when I uninstalled the other mod _completely_ disabling it in the content manager didn't fix it.
