If I recall correctly, there's a variable in the asteroid definitions that's set to true that by all means should make it happen. I haven't tested this in years though. Because meteor showers were added in somewhat as a gimmick and never really touched afterwards, I wouldn't be surprised if the pool that they get handed is pre-mod-load or something like that.
