The asteroid ore distribution on asteroids is hard-coded in the game and not moddable.
Even if you reduced total kinds of ores in the game, it would have just as much in whatever kind of ores it still has to select from.
On planets, it's not procedural either, just as the landscape is identical every time, so are the ore deposits. Basically there's a picture map that you "color" where the ore deposits go, with each color corresponding to an ore in the corresponding planet data file.
