You can under invasion in the game setup options. You can pick different races that come at you in waves or you can even just chose one race like the Borg.

If you put yourself in the AI spawn you can actually play as the Cardassians, Dominion and even Borg in an invasion game! You just won't have the best control over units.

You can change the aggression factor of the ships but the AI takes over if you try to send the ship in a certain direction. I always put it on passive and when the AI (on spawn point 1) builds a massive fleet I send in a bunch of cubes and watch the slaughter XD. I can't wait for the Borg.
