You seem to have 19 mods loaded (20 if you load mine through the game, which you shouldn't). Despite that it doesn't crash for me. I would recommend the following:
right-click the game in your library and choose "properties" > local files > verify integrity of game cache. It will redownload main.dat as it is modified. Now follow the steps in the README file again.
Also try out the mod in an empty prison without any mods enabled.
2.What README file? There was no README file!
I don't think we can dictate which prisoners are imported with a mod. I think the functionality you are searching for is pretty much opposite of what this mod tries to achieve.
The readme file is located in %localappdata%/Introversion/Prison Architect/mods/<mymodnumber>/data/#README.txt
Second:It was not there due to a steam problem(?),after redownloading the mod it was.
