Copyright issues?
I thought it may come under those terms, even if I do love the item.

meh there has been some copyright issues before but i think there has to be a new game about dragon ball z, but this would be cool im just saian

Well, there was an episode where Goku wore a scanner, even though his body was taken over by that one guy, so, that's not exactly true.

Yeah i agree that they could get mad at valve and sue them or whatever, maybe they could do the thing like merasmus did the disney things and says he did not own them, sort of in a funny way.

it's over 9,000. dollars. in money valve will have to pay for putting this in the game. so it can't get in. period.

well, dragonball xenoverse just came out on steam, so it could be easier to implement this into the game.

Yeah as a promo, if this goes in soon. There can't be Genuine copies though as the game is already out. :/

Why not give the item to anyone who owns Xenoverse and TF2 consecutively for a limited time?

I see a lot of stuff in games that can mimic Goku's hairstyle. Besides even if it does come under copyright infringement Valve can try and sort it over. I mean has anyone seen the stats for how much money they make of tf2 keys on the market. (IT'S OVER 9000!!!!!)
