I think the dart would blind the shot player for 6 seconds -25 attack damage and a 25 second blind dart recharge.

or On hit: slow target 50% for 30 seconds
25% damage penalty
10% dart speed

maybe,
covers the enemy in jarate.
-5 bullets in clip.
farther shot makes the enemy bonked.

Maybe it should remove hud and crosshair for 10 sec
