I also have this problem...

Had to re-download the mod today and encountered the same problem.
It got stuck at the end then I restarted the game and it was fixed.

Yeah me too...

This is steam server/your location issue. Nothing to do with a mod, retry later, try restarting steam. We cant choose how or where are mods uploaded, this is entirely up to steam, all i do is hit upload button. :-)

Ah, so How can I fix that?

download and redownload again and again and again or wait day or two ,..this is unfortunately only solution

I downloaded them like 4 or 5 times in a week there should be another way..

for me it was like 2 weeks 20+ redownloads,maybe there is a better way, unfortunately i dont know it, one more tip try to unsubscribe and REMOVE all mod files from data folder , Verify Integrity of Game Files. restart steam than subscribe to radious and when the mod is stuck just wait like 2-3h i think that helped me.

anyway steam mod manager is still awful for example i am unable to use mods for shogun 2 total war from like 3-4 years and im not the only one ...
