But it is not active. The condition "not a subject nation" is not ticked of, but I am not a subject nation. I suspect it is an oversight in the code.

Thanks for bringing this up, yeah I made a little error in the code by checking if the province is a subject and not the country... Anyhow now that I think about it, this check doesn't make sense in the first place as the other province that gets this modifier is usually owned by an exarch so I will just remove it in the next patch.
