1. Yes you should
2. They are vassal states that have the same culture as the region they rule over, so the one for iberia has an iberian main culture and so on so they dont have to deal with the maluses for unaccepted cultures
3. Yes you can annex them later, but it is an option under the influence tab on the diplomacy screen, not an event.
