Make the heli pad a goal for the prisoners because during a riot they can go for the helicopter and escape using it. Wait that would mean the need for sam sites........DO IT NAO!

How would prisoners be released?

On the other hand, if they are imprisoned on a island maybe they are not supposed to be released at all...

Possibly require a helicopter and two helipads for the helipad area, it makes sense that they would have one on site for emergency evac, and that would allow the prisoners to attempt to steal one, i.e. the prisoners escaping via helicopter idea!
Another small thing to include if you could would be an option to only bring max/min prisoners.
