Regarding the Patrol Issue: I am quite sure that this works for bigger garrisons like Airports/HQs etc, but ive used my (for now simple) roadblocks with about 12 AI´s in them, about 4-5 stay on-site and the rest starts patroling the area. I guess that makes sense regarding realism. But i havent actively observed this yet with more than 20 guys.
To your last question: I dont think there is a way to let garrison patrol, but you could just hire AI-Squads and command them via the CTRL+Space menu and tell them (with many many waypoints) to run 20 circles around your captured airport. I guess thats the easiest fix.

Same goes for mortars. But mortar garrison is easier as you can straight up buy them. Personally I don't recommend mortar garrison, AI are not careful with its use and often cause more dmg to friendly then foe if outposts are clustered close by.
You will have to accept frequent losses and the need to replenish. Waves of enemy airpower is quite formidable and I have had to rely on 40+ HMG/ ZUs(RHS mod) static to be able to consistently hold on to airports. Really lag the hell out of the server if you try to pull that business. Sometimes it is far cheaper to cede the airport and then retake it.
P.S. roadblock is not cost effective at mid and end game. In enemy attack, most enemy attack chopper will nail them with missiles couple of miles out. Ground forces usually consist of mechanized infantry and will shrug the roadblock aside. leave plenty of AT men at your outpost to buy yourself time to get there and do the real damage.
In terms of air support, you can try capturing enemy parked aircraft at airport if they spawn in, i usually keep them garaged after capturing the airport and retrieving them to use if you have access to airports. There is a built in air support request to the command function where you can ask for airstrike from a biplane =). But you must earn points on airstrikes by capturing and holding airports over time.
The north western airport is probably the best airport to try to keep hold of. the close proximity of outposts around it can help buffer enemy attack.
