Not sure what am I supposed to do when doing a "Clean City mission"
I have executed all of the police units in the town and the mission doesn't end.

I don't suppose there's a trick to finding the guards? I can never seem to find all of them, I end up driving all around town for ages hoping to get spotted so they'll shoot at me.
