This is my experience as Commander tho... :-)
My early game objective was always to hit up roadblocks, patrols and vulnerable outposts and retrieval as much gear as possible. I also know that the attacks draws QRF be it infantry trucks or heli and try my best to ambush them as well. Static AT weapon works really well if you emplace them in elevated position overwatching roads leading to nearby enemy outpost. Once you have unlocked a reasonable arsenal and decked out a few vehicles, you can be more bold in your attacks. The ammo mission is usually quite profitable. If blufor still hold the Kavala area, the ammo truck might spawn at the base near the hill fort. You can drive undercover right up to the truck, dismount and get into the truck ASAP. Attrition is noticeable. My earlier game attacks would draw massive enemy response but as I rack up more kills over time, the counterattacks gets more anemic.
The fastest way to pocket vehicle and its inventory is to bring them near any outpost/city/factory you control and garage them into personal garage. The item saves into arsenal. Be warned, saving the game preserve the faction garage but not the personal garage content. I think the personal garage saves to your local game file or something so they don't reload if you lose them. I usually keep my best vehicle in the faction garage and expendable stuff in personal.
When you are ready to hold territory (usually noticeable when NATO stop immediately counterattacking what you took), I usually rely on spamming static guns at outposts and garrison them with militiamen to crew it. I assign 3-5 squad leader to improve spotting, 2-3 medic to heal and around 5 AT if enemy armor attack is likely. You can grab the static MG from roadblocks by stealing them and retrieving the bags, or buying them at the flag and putting them into arsenal until you unlocked infinite. Stock AA truck is abysmal, the attack chopper can spot them 2-3km out and nail it with hellfire. If you run RHS mod, you can buy and deploy ZU static instead. They perform substantially better in air defense and I employ 5- 10 of them depending on the size of the area I want to protect. Be prepared to take losses and recruit more men in between waves of attacks.
