Garrison not working right
Ok we are having the thing happen that when i put one guy inside a base it says that there are enamy near by after and a few times the guy has shot my friend.

Is your teamkill punishment option turned on? If garrisoned troops shot your friend, then he has either teamkilled friendly troops or civilians.

You can only garrison a captured outpost once enemy has cleared a certain radius.
