I believe that concept is outdated now. Radio tower now serve the role of influence peddling. You will have to attack outpost with radiotower (marked as grey antenna on outpost on the map.) You can either destroy them (2xC4s) and deny the opponent use of it for some time or try to retain it if you can hold the outpost.

Factory/power plant are use as multiplier on income.
