Same issue. In my save it happens every single time now, making the arensal unusable and thus the game unplayable.

When this occur, did you happen to have respawned back in after a death? It is an RHS related arsenal bug thats checking the grip. One work around that i found to reliably resolve it is to load up a vehic with primary weapons and leave it parked. When you die and respawn, grab a weapon out of the car and then enter the arsenal. It never hangs.

That's what it was at first. Now though it happens no matter what. The arsenal hangs 100% of the time, even after a server restart.
