Well,you can just "Publish To Steam Workshop" then when it's done publishing,go to your profile,workshop item(If it's there), then go to your picture,click it,then if there's a link you might want to copy-paste that in here.
Second Methods
There's also other way to upload it by using other games for it.Example:TF2 doesn't have SFM systems,but its possible putting the picture inside tf2 picture,but it must be on exact game codes (Like 440appid).Once you were there,you can put pictures there.Like,try to find a source or browse your "My Computer" to your pictures file of steam appid's.Once you found it,paste the picture there.Last step is,just restart steam,and steam will load it.
