No, see a lot of people who are new to cs skins and the market (in no way am I implying that you're new, you may have simply not known this or taken it in to account) don't know a few things:
1. Valve doesn't want to have things be contraband. This is just bad because it means they made a mistake.
2. Valve doesn't release things as contraband. Howl was covert but the art was changed and so was the rarity
3. Water and fire elemental, as well as this skin right here do not have copyright issues themselves, however many of the creators other skins do. This cause valve to put a ban on all of his skins.
4. Even if they did, there are so many fire and water elementals at this point that if they were contraband, people who stocked up on them would make a fortune
