To speed things up I went to one of the word-walls, where you'll usually find a dragon because the dragon respawns regularly. I killed the dragon, then hit '`' to go to the console, clicked on the dragon, and typed "resurrect." killed the dragon again... and again... and again... The dragon was having a really bad day, but I got the quest done.
With the April 1st update, I went in and I'm pretty sure fixed this issue. What I think happened was a script for the castle's quest had an Update method that would call all the time, but I placed in there a check that if the quest has already been completed or if the point of the scripts usefullness had passed, then stop running the script. This should fix the problem you were having :) Let me know if the problem persists or not!
