are you running it in english? also pc specs would not hurt to disprove that it is not your pc. Generally mods require well above the pc specs to run at all if not decently
You run regular eu4 well then I am assuming?
Metro last light and eu4 are totally different games so your speed in one does not really determine your speed in the other. Paradox games are probably the only games out right now that RAM is very important (lots of data that needs to be checked and modified every month in game) your RAM seems fine for the game unless you are having your pc do something else that would be consuming your RAM?
Have you modified any of the files in vanilla eu4?
There are a lot more nations in game than vanilla, my guess is that a good old conquering rampage should help your performance ;)
