Modernization step 7 of 7
First off, amazing mod, thankyou for your hard work!

Question about the modernization system. I'm playing Turkey and finally got all the modernization stuff and crisis out of the way, and I've now been moved up to modernization step 7 out of 7. However it still gives 10% tech penalty and 5% idea penalty. Is this just how its supposed to be? I thought at max modernization level I'd be fully westernized and wouldn't have any more maluses.

The event that gave western units was missing. It'll be in the next version. Unfortunately, I don't think those that got to that point will be able to get it.

It was never moved over when we did the 2.0 to 3.0 switch.

Modernization step 7 out of 7 is the last before being "fully modernized" without any penalties so the penalties are correctly there. Turkey starts 2 steps away from fully modern.
As an example Morocco starts 3 steps away from at 5 of 7 modernization.
While Muscovy I believe starts 1 step away at 7 of 7 modernization.

It is the last step and there was something like 30 or 35 year time before you can modernize again.
