this fix is a nice idea, but IB becomes a problem in the later game.
if you modify the ai_handicap the way you did, the AI will get the bonuses for the whole game.
In the early game, when IB is not a problem, your fix will result in a massiv OP AI releating to missinary strength, core creation and lowering autonomy.
Inefficient bureaucracy is a self-fixing thing. The increased autonomy means less land to manage, so the modifier should eventually turn off.
We will likely release 3.0.2 today which should hopefully help the AI a bit:
-Fixed some bugs with the event that triggers when conquering new provinces. Some options were not triggering the proper events.
-Fixed IB giving -10% missinoary strength. Will be 2%.
-AI should now be more likely to turn on the bureaucracy policies
-AI should now try to make room for the bureaucracy policies
-AI should now be less likely to get a militarist ruler if they have bureaucracy problems
-AI should be able to upgrade governments now
