where exactly steam saves mods for EU4? This looks like lokalization problem

Mod should be in documents\paradox interactive\europa universalis iv\mods

Steam is usually good about adding the vef.zip file, but sometimes fails entirely to provide the vef.mod file.

PROBLEM SOLVED. Problem is not only vef.mod file is missing (thx Golladan), but - in my case - there are no other mod files at documents\paradox interactive\europa universalis iv\mod Its totally EMPTY FOLDER even when in Steam Im SUBSCRIBED to that mod! Its very confusing.

I had similar problem with other game mods, its Steam - Game issue, dont know how to solve it in Steam, but I found way to solve it other way. In short - you download this mod from Paradox forums not from Steam. Latest version of VEF is ONLY at Paradox forums available.

Proceed as follows:

1. UNSUBSCRIBE from VEF mod at Steam and other mods. Go to documents\paradox interactive\europa universalis iv\mod to check if its empty. If not, DELETE all files in this directory. You now have vanila version of game.

2. At https://forum.paradoxplaza.com REGISTER your EU4 game. Its looong process, Paradox is pretty paranoid with security. Basicaly - you just paste vanila EU4 serial from steam and put it in subscriprions at your paradox account. Both accounts get linked together. Dont forget to register otherway you dont even see mods at Paradox forums.

3. After registration you just need to go to paradox forums find mod Veritas 3.0.2 mod pack and, DOWNLOAD it. Cant put link here it would be trespasing of Paradox rules. LOL.

4. After download you unpack it to documents\paradox interactive\europa universalis iv\mods. WARNIíNG: you should have veritas directories AND *.mod files in this exact location, not in some subdirectory. In my case I mistakenly unpacked it in "Veritas" directory as result mod was in subdirectory. In game luncher mods were not present. Dont forget that warning. :)

5. Start luncher. You will see Veritas complete mod pack that includes 4 active mods, 1 inactive (vintage mod). If necessarry activate them if not set automatically.

6. Good to go... Enjoy, its worth.

PS: DONT use vef.mod file that Golladan has posted, its not compatible with this latest VEF mod from Paradox forums. His file is possibly compatible only with steam version of mod which is different from this one.

Just reminder: Since 1.400patch (Cossacks) VEF is not compatible. So above mentioned process wont work if you updated to 1.400.

PS: I forgot to swith off autoupdate in Steam, now Im on vanilla :(

Correction: I just found out there is a way to play VEF on old patch 1.3.2. Its easy:
1. Go to properties of game (right click on EU4 in library)
2. Go to Betas and opt to 1.3.2 patch.
3. Wait for corrections be made and play
