Well, I have the same question as the creator of this discussion has. From in-game encyclopedia I know that there is something like "governance" and if it is too low you get modifier "Insufficient Bureaucracy". But how to increase governance??? I'm a new player of this mod and I'm from Poland so maybe i haven't understood things written in in-game encyclopedia, so please, could someone tell me how does "governance" work???
