I second this. No idea how to get rid of it. The patramonialism went away on it's own (took about 150 years), but the weak legal tradtition is still there.

These are based on your government values (check the deciison labeled Government Values); don't worry as most other nations are suffering from the same values at any given time period. We are transitioning away from abrupt "government changes" (feudal, absolute, etc.) in favour of this more nuanced and fluid approach based on government values where everyone is a hereditary_monarchy. For the most part, the only reason a monarchy would have a "different" government type is for unique mechanics (e.g. parliament).

So does it just take time for the modifier to go away or are there certain conditions?
