Removing patrimonialism?
What is the way I can remove patrimonialism? Should I be trying to sell noble land or something along those lines? the -10& discipline is killing me. Just would like to know what government value it is tied to.

Patrimonialism affects pretty much everyone, so it's can't really be what's killing you.

Run the bureaucracy policy and choose to focus on quality. This is the most direct effect on your nation's mericocracy value.

Another question about bureucracy policy: I played as Byzantium and I chose to expand the bureucracy a few times, but then I lost the option to focus on quality altogether, and now my meritocracy is -2. For some reason it started to decrease. Luckily Byzantium doesn't have patrimonialism but is this a bug?

Yeah, I lost the ability to focus on quality as well and my meritocracy is -2. Is there any other way to change it or will I always have -10% discpline? haha

The Sale of Offices policy will not only disable the Quality option but also obliterate your meritocracy. Disabe that policy and you'll be able to slowly recover.

I focused on quality and saw no increase in my meritocracy value, Sale of Offices is not running. Is this a bug?

Edit: Nevermind, it went up after a while, I thought it would be instant.
