How does development work in the mod?
I instaled the mod but I dont have the comon sense dlc.
how does development work in this case?
is it automatic? is it disabled? or will AI countries be able to increase theyr provinces development level while im stuck with the initial values?

For now development is just as in vanilla; without the DLC you can't touch it directly. Overhauling development is something that is on the drawing board for 3.2.

Okay, thanks for the reply :)
I dont have to worry about the game beying unbalanced because of development then.
