Having started a new Veritas game with a friend, we noticed that our land force limits were constantly decreasing. Even though we had constant expansion we'd go from force limits of 14 to 10 in a matter of a few years. While investigating, we noticed that the modifier for number of provinces adding force limit for the nation was ticking down each month. We could not find any reason in the encyclopedia or any other source.

If anyone knows why this happens or has any solution to this, I'd love to know.
