EDITED: Ah, did not notice that VeF was updated. Glad that I'm on old version :D
I can tell you from my game as Burgundy. Capital was 19 development at begin, in 1509 became 24, and rest of provinces were +3-5 development. But you need to build Seminaries and other buildings what increase development.
This would need testing though
