Promote national culture is only available with cultures in your culture group; encourage accepted culture requires them to be in another culture group where you have an accepted culture; you need that accepted culture to have a province neighboring the area.

How long does it takes to change the Culture? I never saw it, even when i encourage the Culture... + its a lot Micromanagment :D
