Peaceful culture change in VeF takes a LOOOONG time in an attempt to model the realistic difficulties faced in attempting to do something like that.

Promote national culture is used on unaccepted provinces of your culture group in an attempt to change them to your own culture.

Encourage accepted is used outside your culture group, but where you have at least one accepted culture in that group to try to change them to the accepted culture.

Thanks for the reply. But how long does it take to peacefully change a culture exactly? I'm sure it would take a long time but I just want to know (or even just the approximate) when it would change, just so I would know if it's worth it to peacefully change a culture or not.

On the order of a century; more if they are bordered by a lot of provinces of their own culture.

That's quite a long progression. Hopefully, the time of a culture change was already indicated through events so we wont have to guess. I also tried to look for a guide about culture change in VEF wikipedia but the peaceful culture change was not explained in detail.
