May I ask if you are able to core provinces?
I searched the forum posts manually, some other guy said so and then I played on to confirm it in my current safegame. This should be considered to be added to the wiki (the link I posted) if you ask me.
I didn't really pay attention, might be that reaching the first "Age of xyz" enables passive development. It's very slow though ;)
Coring? Short answer is yes.
I'm not quite sure what you mean exactly by "core" - the vanilla territorial core happens automatically (once you are proper owner of the province) but if you turn that province into a state (or it is part of one you already have) you can make it a proper core for admin and time, if some culture conditions are met - unsure if it has to be an accepted or your primary culture. Maybe there are similar restrictions for mismatching religions.
So I conquered 1-2 provinces in my early war, confirmed their freedom (for lower unrest), waited for modifiers to calm down (war exhaustion, devastation), placed my troops there and triggered culture replacement in the region management screen for that region. Once done, wait for the nationalism to tick to 0 and you can core that province.
You could also wait for passive culture spread to happen (not for empires). I think you need a neighboring province with your primary culture for this to happen.
Seems you discovered quite a bit about the mod :D
My current game probably bugged so I will most likely start a new one. Hope you don't mind I ask for your help if I run into some problems :)
