Have you first taken the "Claim the Roman Throne" decision? What nation are you playing? In order to claim the Roman throne you must be in the latin culture group and not the Papacy, nor the Holy Roman, Latin, or Byantine empires.

There is no ''Claim the Roman Throne'' in decisions view. I'm playing as Byzantium and Greek is my primary culture.

Byzantium IS the Roman Empire; they don't form anything becuase they are the proper historical continuation of the original Roman Empire. Being that this was the view of the Byzantine court, they would have no reason to rename themselves or move their capital.

Also with justinians claim you can pretty much take over everything
