Edit: Played with it for a year, and well, 1.7k knight effectivness and a ysgramor as a tributary later. I would have faught the elves but went into prestige debt to fight the returned immeditatly.
As the player I can still arrange non-landed marriages and family members who become landed seem to be able to marry on their own, but no one else. Effectively this just leads to every AI bloodline and dynasty dying off after 1-2 generations.
Did a clean reinstall and made sure nothing unintended was affecting game rules. Problem still persists.
