It's at the bottom of the Jujutsu Playground category, choose it then select "Max Energy" then click on the character you want to give more cursed energy then it should pop a menu to select the amount of cursed energy you want to give

Also I think he might be talking about 01 STUDIO's videos on their YouTube channel
