Items in Shin category that should be in Thigh category preventing use without being barefoot.
Seems maybe an oversight in the placement of a bunch of the thigh accessories going to the shin slot -- and preventing you from making full sets.

Nitro Belt / & Gear / ID Badge / Tools
Magik Belt
LA Shana Belt / Sash
LFU Sniper Ammo Belt
DBD Graffiti Backpack
LFU Sniper Satchel
Tifa Skirt / Tintable / 2nd Tint / Leggings

Since these are all in the shin slot you can't use any of them with shoes (and thus pants that don't have shoes, especially no feet).

Seemed odd as I was looking at the Nitro Belt and Nitro Cargo Pants, the pants have no shoes and thus you can't use them with the belt.
Same with Tifa set, which all don't have shoes but the skirt and leggings take up the shoe slot.

Adding to this pretty sure tifa suspenders should be in torso gear, I don't think the list ends here.
If you do check all of this, a version of Tifa shorts that include the stockings would be nice as well.

Tifa Suspenders (Thighs -> Torso Gear)
Tifa Skirt (Shins -> Thighs)
So we can use both of those with Tifas Shoes. (Or add the shoes to the tifa shorts in legs option, then leggings can be used on shins.)

Other examples, four items show in Shoulder category that don't work at all at the bottom (nothing when selected)
Crescent Sleeve
Tifa Sleeve / Bracer
Nitro Knuckle Duster

The problem here is that you're using a mod, UCR or UC most likely, that is deleting entries. Every suggestion you've made is already in the mod. All the Shin items are actually in the Thigh slot also, but you're not seeing those entries because another mod is deleting them.

Hm.. I have Unrestricted Customization and according to that mod I can check a setting to show blacklisted parts, but that shows nothing at all. I never deleted or modified the existing parts so I don't see how that can fix it. And of course, I only have shin/thigh/etc slots because I'm using UC...

So what are you saying would fix it?

I don't have any other mods that would modify character customization so I can't figure out what the issue would be.

I've launched the game with only;

This mod;
Community Highlander;
Unrestricted Customization;
Mod config menu; (required by UC)
Alien Hunters Armor Cust; (required by UC)

And there is no change from what I reported.

Tried UCR instead as above, which crashes my game with my modpack, so I can't exactly use it.

But with UCR the items show in multiple categories. The shoulder versions of the tifa bracers work, skirt and leggings show in thighs category.

With the skirt also in the torso gear section, I assume that's the only way you intended this outfit to work. Would have hoped for a second way to combine them.

The only solution is to not use UC, which is a terribly invasive mod. Even unsubscribing to it won't be enough, you'll need a fresh re-install due to how many files it alters. This is why so many people jumped from UC to UCR, which does the same, adds more features, and is less intrusive.

Actually whatever that issue was with UCR I may have already cleared it. And I found a mod RustyDios made to convert from UC to UCR so I'll do that (https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2850536604). Some combined parts would be nice but since I see you built around UCR it is what it is.

Nevermind that mod I guess thats only for removing both not for switching lol. Guess it's off to redoing all my characters.
