Team Fortress 2 has many interclass weapons that help to reinforce interclass rivalry (Pain Train, Half Zatoichi, Reserve Shooter, and many more.) Allowing this gun to be used by both scout and spy would not only be viable (They both fight in close quarters, and rely on escapabilty), but it would allow the scout to have more diverse playstyles.
