You can play the map by first clicking Subscribe on the main page for Skate.
Then, you can play the map in deathmatch mode by launching CS:GO, clicking Play > Offline with Bots > Workshop, and choosing skate. You can play arms race by launching CS:GO, opening the console with ~, typing 'game_type 1', then 'map workshop/353596106/ar_skate'
