..since that everything's basically done.

I think it would increase higher if you managed to port the SFM anims to the game itself as a mod. THEN it'll be way higher since the game files will already exist.

I agree with the SFM, but the mod is gonna be toug to do.

While it's nice of you to say so there is still quite a bit of work on Valves end on getting this implemented... They are going to have to make new code for the new mechanics of the weapon... Decide if they want iron sites.... Play with this weapon a while to see whatever stats they decide on is balanced... And then make Cheevos...

But I do believe that this has a better chance simply because this is a not just another scoped, bolt action rifle. If they are going to be adding a new rifle to the sniper I would think they would want something different for a change.

Since custom anims are required, if they're done already, worded by Robin, it increases the chances higher.

Take a look on the TF2 Workshop Submission: The Double Header. There's a letter from Robin saying this as a screen-shot.
